The Council for Protection of Iraqi Refugees Rights is following with great concern the reports of mistreatment and worsening living conditions for Iraqi refugees in the camps of Shushtar and Dezful. Many documented reports are talking about misconduct and bad behaviour by the Iranian officials in the camps towards the refugees and the cut of water supplies in the camps for several weeks. The cut of water supplies have been noticed with the beginning of the month of Ramadhan; 11/11/2002 without any clear explanation.

According to UN Refugee Convention and in numerous human rights instruments it is the duty of the countries to treat the refugees with respect and protect them from bad behaviour and mistreatment. It’s also the duty of the Iranian Government to set up policies to protect the human rights of the Iraqi refugees in Iran and to prevent mistreatment of Iraqi refugees by its authorities.


The Council for Protection of Iraqi Refugees Rights demands the following from the Iranian Government:

• To immediately end the policy of systematic misconduct and mistreatment of the Iraqi refugees in Iran.

• To immediately improve the living conditions for Iraqi refugees in Shshtar and Dezful Refugees’ camps.


• To allow independent organisations and persons to accomplish inquiries about the conditions of the Iraqi refugees in Iran and in the Refugees’ camps in Iran.

• To show transparency in the issue of the Iraqi refugees in Iran such as numbers; living conditions etc.

• The treatment of Iraqi refugees and asylum-seekers in accordance with the international and human rights law.

• Iraqi refugees and asylum-seekers in Iran should be guaranteed protection, temporary shelter with full respect for their rights.

• Iraqi Refugees should be guaranteed freedom of movement and possibilities to establish better living standards.

The Council for Protection of Iraqi Refugees Rights holds the Iranian government fully responsible for all the consequences following mistreatment of Iraqi refugees and asylum-seekers in Iran.

We also send our appeal to all governments, organisations and persons who are concerned about human-rights and protection of refugees to act urgently towards the Iranian government to end this inhumane behaviour. The frequently repeated misbehaviour of the Iraqi refugees by the Iranian authorities means with great concern a violation of both international and human rights laws.
